Chatbot with Python

Hello,
I am looking for a freelancer who can help me to set up a chatbot or a callbot program. This is a bot that is able to make phone calls - the goal of the bot is to receive calls or make calls and ask the caller certain questions or answer questions. The important thing is that this bot has a hyper-realistic human voice and can answer in complete German sentences.
In the first place it is enough if this program runs on a Windows machine and as soon as enough sample data is collected we want to run it on a server.
I am looking for someone who can support me in this project - the program must also be able to implement commands, i.e. enter data on a web page.
Imagine you call a company and ask for their phone number and want them to email it to you. Then the bot must be able to ask for the email address and log into the email program and send the requested phone number.
This is a simple example but it would be enough for now, later more complicated operations will be added. For example, the recording of an order or the recording of a callback request where you are also asked for the first and last name including phone number.
