We need a function for constructing equidistant points (buffer)

from given geometry (point, line, polygon). All attempts to build

and draw a circle around a point do not give correct coordinates

(ellipse comes out) and smaller area.

1. drawing gives an ellipse stretched along the meridian

2. [login to view URL] is not equal to 3.14 km2 (counts less)

Transformations to projections other than 4326, and back

translation to srid = 4326 give an ellipse when drawing...
