Object detection AI expert

I am looking for a machine learning guru for real time detection of license plates. The development framework will be based on Python, TensorFlow and Mobilenet.
Input source:
1- a still image,
2- a video file or
3- a live video stream from a camera.
Output expected:
When one or more number plates are detected within the input source above, only the license plate area containing the numbers and letters are automatically cropped and saved as a png or bmp file to the local drive. The recognition of the letters and numbers within the cropped image is “not” required.
With a video input source, a bounding box will also be overlayed on to each number plate detected within the video in real time.
The developed algorithm and model must be fast, work in real time, have greater than 95% accuracy, compact and TensorFlow Lite compatible.
I can help supply the labelled images for model training and further discussion will be required here.
I will require the full source code, the algorithms and mathematics including all modelling data to be fully documented so it can be reproduced. The project is confidential and will require an NDA in place. Only selected sellers will be provided more information.
