Traditionally, cellular networks deployed by mobile phone service providers (as well as many other communication networks) have worked in licensed spectrum. The spectrum is exclusively licensed to the operator and a fee is paid. Increasingly, spectrum regulators and spectrum users are exploring and migrating toward much more flexible models for utilisation of spectrum in which spectrum is shared between multiple operators and accessed on a flexible and dynamic basis. The project requires to build a software in Python of a cellular network and first use it to evaluate and compare the benefits and costs of spectrum sharing for cellular network performance. Thereafter, algorithms for achieving high performance spectrum sharing can be proposed, implemented in the model and evaluated.
