Web app developer long term

Job Description:
I want someone to work with me for long term and can work on weekly 20 hours. I want him to deliver web application quickly and do changes and fixes to other ongoing work. I am open to PHP, Java or Python platform.
Typical application will have 3-4 masters 1-2 transaction form 1-2 webservices for data exchange and 3-5 simple reports with a dashboard using widgets to represent MIS data in graphical and tabular manner. I prefer to reuse a framework so we can deliver quick output.
Can you give me rough estimate of time and cost to do such work.
I will have atleast 1 app per month for next 6 months based on feedback of 1st one.
