Keyword research for Digital agency

Job Description:
Hello,
We are looking for someone to find us the right keywords to be used for a digital agency/ website development company. there are around 5-6 services and around 12-15 technologies and we will be making a page for every service + every technology.
What we want is someone to take inputs, find better/ relevant keywords shortlisted by traffic volume and suggest what focused keywords should we chose and use on the website.
We are NOT looking for someone to run the keywords by some tool and give us the output. Instead, our expectations are that you will understand our objective, research on google USA, research on top ranking websites with similar/ same objective, and then make the recommendations as well.
Provide details of your understanding and how will you achieve the results or else the bid will be ignored without discussion.
