Add barcode to tiff file based on barcode

Job Description:
I need a application with will run on Windows PC which will process a pdf file and add an extra first page to the pdf file. On that first page it should show a barcode (code39) . The content of the barcode should be coming from the inputfilename. After that the pdf file needs to be converted to an tif file.
Inputfilename:[login to view URL] ([login to view URL])
proces script: Get first 9 positions from file name and create barcode.(code 39) add the barcode as first page + the already excisting pages in pdf
outputfilename:[login to view URL] (([login to view URL])
Important: The script should be triggered from a doscript. So an ini file should be added where I can put the inputfolder and outputfolder.
