Engineering for Lumber Retaining Wall in NC

Job Description:
I need a 5' high retaining wall, built out of pressure treated lumber--preferably leaving the option for using 4x4s or 4x6s in their upright orientation. The city requires me to get engineering after the wall is more than 4' tall, so I'm just outside of range.
I would like the wall to be designed in two tiers: The bottom tier at 30" tall, followed by a bench or terrace that's 33" deep, and then a top tier that's another 30" tall.
It will need to run a length of 55', in case that's relevant.
