Develop an embodied conversational agent with a human operator

Job Description:
I am in need of a developer with Game Design & AI skills to develop for me, an AI conversational agent (embodied virtual human) that will converse via a human operator.
What does this entail?
1. Take this asset (for example): [login to view URL]
2. Develop this asset into a talking virtual human in Unity (or other software), with computer generated audio
3. Create a system (preferably web-based) wherein I can input free-speech, and the system will generate the virtual human, with facial and body movement, as per the text I input. This needs to be live; i.e. I can type and submit text and the system will render the talking virtual human.
The use of this will be so that I can recreate a version of the Turing test, wherein a participant will converse with the virtual human in one room, and the agent will be controlled by a human operator in another room. The participant will not be aware that the virtual human is being operated by a human operator. Effectively, this is what I'm trying to setup: [login to view URL]
Hope this makes sense. If there is an alternative technology (a better software to use instead of Unity), I am happy to discuss this further. The virtual human needs to be as real as possible.
Please note I will require all the assets, scripts and source code to be able to manipulate and modify the system after completion.
