Need Unity 3D developer to create NPC daily routine system for stardew valley type game

I need an NPC villager daily routine system for a 3D stardew valley type game.
I have a day and night cycle with time and days of the week (using the "azure sky dynamic skybox" from the asset store, it comes with a calander system with days of the week) so it will need to be integrated with this asset
There will be around 40 NPC's in the town, each of them needs a routine for each day of the week, that can change depending on conditions such as if it's raining or what season it is (rainy days and seasons will have a different routine)
I need the structure to be able to make the routines myself, so I need events to fire at 15 in game minute intervals. For example, at 9am NPC walks out of house and goes to sit on a bench outside, at 9:30am they walk to the grocery store and go inside, at 10:15am they walk out of the grocery store and walk into the park, etc.
For NPC movement I'm using Simple Waypoint System (from the asset store) So right now I set the waypoints for where the NPC needs to go, so for example if they need to go walk to the park I set their waypoint to a route that goes to the park.
So I need to be able to put a list of actions in for every time interval, things like set waypoint to park route, play sit animation when they get to a bench etc.
The inside of the buildings are not in seperate scenes, they are in the same scene as the outside town and I just teleport the player or NPC to them when they go inside a building
I also need the routine system to make note of the location of the NPC, (so park, grocery store, town plaza etc.) so that I can change their dialogue depending on where they are.
I have a test routine set up using playmaker but I am not experienced with programming so it is definitely very inefficient
