Make CSS & HTML edits to my Visual Studio website (with only FTP access)

Job Description:
Hi - my website was built some time ago and the dev has disappeared. I have tried to download the website files via FTP, made various edits and re-uploaded but the changes do not seem to take affect (immediatey) and when they do give very wild, unexpected results. Tested on various browsers & devices. I have even deleted a file via FTP which continues to load?!
I understand the site was built using Visual Studio and that the site can 'rebuild' itself???
I have NO PROJECT FILES, only those on the web server and am looking for someone to make CSS & HTML edits to adjust the appearance and content of the home page, per the mockups attached, using the files available on the web server, via FTP.
All images and text copy to be provided for easy insertion. Text, sizing and positional styling required.
You must have experience using visual studio. Happy to discuss job further in chat.

re Numbering on 'anno' jpg attachments; changes in comparison to [login to view URL]
1- Header; reduced sized alternate logo img / reduced height header with background img / nav removal
2- Hero Area; slider replaced with static image, 2px colored border top, 8-12px coloured border bottom
3- Intro; floated left aligned image. New copy text, with learn more hyperlink at the bottom
4- Featured; new thumbnails for slider, linking to PDF file / local web page
5- Large img linking to external website
6- DIV containing left aligned image (flexbox/float), right hand side portion split into two, one for Linked In link, the other for Facebook Link, with font awesome icons, followed by text, as coloured. (Font Awesome already integrated into project).
7- Projects; new thumbnails for row, new text for each item, Learn more links linking to PDF file / local web page
8- Awards; one-line of text copy, plus new logo images to insert in place of 'award' placeholders. Possible linking of images to external websites.
9- Footer; new logo image, followed by 3 lines of text
10- Secondary logo, floated left + 3 lines of text
11- Footer List; list items to be renamed and hyperlink destinations updated - Connect list, basic contact info; linked in / facebook / email hyperlinks, with left floated font awesome icons as shown
