Classic ASP website to modernize and adding some responsive feautures

we are working in a IIS Server with classic asp (VbScript), the website has got 13 pages.
1) give layout responsive web design (RWD) to the whole website.
2) make the blog section from admin area to create and modify pages with SEO friendly strategy [login to view URL] adding all the seo strategy that wordpress and your idea have for it - please explain details)
3) make all SEO friendly expecially the blog section and the Gallery section (both are created from admin area reserved website)
4) adding a small table into access database that will be used from one page to create dinamically other pages only reading the names of city inside the db -> in such a way to have in the title and in H1 and in other strategic place for seo, one by one, the names of the city in every page created (100 names of city = 100 webpages generated dynamically by asp code)
5) checking the whole website for good practise - white hat seo - security issues.
