Create templates for 4 pages, header and footer

We want to do a redesign for my website. Therefore we have created 4 designs for the most important type of pages (please see attachments).
History:
The current website is built with a Genesis framework theme. This makes sure that the website is fast enough.
Tasks:
1. Page templates for the given designs
2. One Element template (for the signup) part (visible in the designs)
3. Header and footer templates
Requirements:
- Everything needs to be compatible with WP Rocket
- Page speed is important (I know a page builder doesn't help, but there must be a comprise between flexibility and speed). We want some minimal animations visible on the pages (suggestions are welcome)
- When the project is finished, the content will be migrated by one of the employees.
Please let me know if you have any questions or suggestions. What I would expect from the developer is an advice about the page builder that they suggest.
