WordPress Develop to Create Lightweight, Pixel-Perfect Site.

I am looking for someone who can create the home page and article layouts as described:
- In the end I want the website to be fast with a MOBILE PageSpeed of 80+. All pages are static, and I use CloudFlare which will help with speed, but it needs to be light-weight.
- The code needs to be reliable and easy to maintain. All themes/plugins must be well-supported. I need you to have good reasons for the choices of theme/plugins and how you create custom elements. I am happy to spend extra getting the best tools for the job.
- For blog pages the basic setup and custom elements needs to be simple enough for a non-techy writer to eventually create blog articles alone.
- Everything must be very friendly SEO-wise
- Your code must be clean and well designed. I am a software engineer and will be responsible for ongoing maintenance.
